Younger brother of Alan Fagan who played once for Gillingham's youth team during the 1973/74 season and initially joined Margate in March 1978. Steve played a few games for the reserves before the end of the 1977/78 season.

In February 1982 Steve returned to Hartsdown after a spell at Gravesend & Northfleet and joined Thanet United, making his debut in a 2-1 defeat at Tonbridge on 6.2.82. However he didn't feature again during the 1981/82 season.

Steve rejoined United in September 1982 and scored with a full-length diving header in a 2-1 win at Hastings on 2.10.82. The Thanet Times said that it was an "outstanding opportunist effort" but it turned out to be Steve's only goal. He made nine appearances (one as sub) before leaving the club under a cloud in November 1982. Steve refused to play in a Kent Senior Cup tie against Gravesend on 9.11.82 and manager Terry Morris told him that his services were no longer required.

In 2011 Steve was living in Gravesend.
